Background:

  • On 16 October, Trump signed an executive order waiving the application of sanctions against Russia under the Graham Act. He said the decision was in the US national interest.
  • Senator Richard Blumenthal, who helped draft the Graham Act, sharply criticised Trump for refusing to take further steps to put pressure on Russia under the law.
  • On 15 October, 22 Democrat and Republican members of the US House of Representatives wrote to Trump demanding the full and immediate implementation of the sanctions against Russia provided for under the Graham Act.
  • Gregory Meeks, a Democrat and Ranking Member of the US House Foreign Affairs Committee, has introduced a bipartisan bill aimed at blocking the US-Russia deal on diesel fuel.
  • Kirill Dmitriev, Russian ruler Vladimir Putin's chief economic envoy, called Trump's decision not to impose restrictions on Russia under the Graham Act a "historic moment", claiming that imposing them would have caused "serious damage, primarily to the US economy and global markets".
