Details: Exilenova+ reported that the strike hit the former Ukrtelecom building, which now houses Lugacom, the Telecommunications Services Centre and the Centre for Information Technologies and Technical Support.
The OSINT community reports that the building was attacked by Ukraine's defence forces.
Astra, citing its readers, also reports a drone strike on this building. Users on local chats reported explosions in Luhansk.
According to Astra, the occupation authorities had not confirmed the attack at the time of publication. The sources cited by Astra did not provide details of the damage or its impact on the operator's services.
For reference: Ukrtelecom is the largest Ukrainian provider of fixed-line communications. In April 2014, when Russian forces seized a number of cities in Donetsk and Luhansk Oblasts, the company reported service disruptions.
In April 2017, Ukrtelecom announced that it had ceased providing services in the temporarily occupied territory of Luhansk Oblast.
