Details: Zelenskyy said he had received reports on dealing with the aftermath of Russian attacks on Ukrainian cities and districts.

According to the Ukrainian authorities, on the night of 21-22 October, the Russians used, among other weapons, three ballistic missiles with cluster warheads against Kyiv. These missiles detonate in the air as they approach their target, striking everything within a radius of 400 m.

One of the missiles struck Pechersk, Kyiv's historic centre, specifically the area between the Kyiv-Pechersk Lavra and the Holy Presentation Monastery. Buildings belonging to the monastery, residential buildings, shops, cafés and other civilian infrastructure in the city were damaged.

Quote: "This is another extraordinarily revealing strike – revealing because it was no accident. The choice of weapon was deliberate, the choice of target area was deliberate, and so was the intent to inflict as much loss and damage on civilians as possible. There was no military target nearby, not even in theory, and the weapon was designed to cause widespread destruction. Russia has not changed the way it wages this war, and it is taking no steps that would signal a genuine desire to end it."

  • Zelenskyy reported that shortly after they had a meeting with the US special representative and discussions regarding peace and negotiations, the Russians attacked Kyiv with 21 missiles, killing at least two people and injuring more than 30.
  • Serhii "Flash" Beskrestnov, an adviser to the Ukrainian president and a radio technology expert, said that on the night of 21-22 October, Russia struck Kyiv with an Iskander missile equipped with a K5 cluster warhead, which is designed to inflict maximum casualties.
