Quote: "Russia's deadly attack on the Dnipro train station is yet another brutal assault on Ukrainian civilians. It makes abundantly clear that Moscow is not interested in peace."

Details: Kallas said she would use the EU-Canada Summit and the G20 Foreign Ministers' Meeting to urge partners to step up their support for Ukraine and advance accountability for the perpetrators, including through the Special Tribunal and the Claims Commission.

  • The Ukrainian President's Office said they expect the Special Tribunal to begin operating as early as next year.
  • The Claims Commission is the second element of the compensation mechanism for Ukraine for the damage caused by Russia's war of aggression. This body will review and make decisions on applications submitted by victims within the framework of the Register of Damage.
  • The document was opened for signature on 16 December 2025 during a high-level diplomatic conference in The Hague. It was signed by 35 states and the European Union – a record number.
