The Rivne Nuclear Power Plant, one of three of the country's nuclear power plants under Ukrainian control, is located in Rivne Oblast.
In early October, journalists from The New York Times, citing Ukrainian intelligence, wrote of a Russian plan to disable Ukraine's energy system.
The first step in the plan is to disable substations near Ukraine's western borders that import electricity from Europe. The second is to disable hydroelectric power stations. The third is to disconnect Ukraine's three operational nuclear power plants – Khmelnytskyi, Rivne and Pivdennoukrainsk.
The ultimate aim is to cut off major Ukrainian cities from electricity, heating and water supplies.
Background: Russian forces attacked an energy facility belonging to Ukraine's largest private energy company DTEK in the south of Odesa Oblast on the night of 2-3 November.
