Russian forces reinforce defences on Dnipro’s left bank in Kherson Oblast – General Staff report

Russian forces are strengthening their defences on the left bank of the Dnipro River in Kherson Oblast and conducting offensive operations on the Bakhmut, Avdiivka and Novopavlivka fronts.

Details: Ukraine’s defence forces are conducting mop-up operations in the recently liberated cities, towns and villages in Kherson Oblast. The Kherson Oblast Military Administration has been able to return to the city of Kherson and resume its work there.

Russian forces [in Kherson Oblast] are reinforcing defences on the left bank of the River Dnipro. Meanwhile, Russian units on the Bakhmut, Avdiivka and Novopavlivka fronts are conducting offensive operations.

Over the course of the past 24 hours, Russian occupation forces carried out 14 airstrikes and up to 10 artillery attacks, using multiple-launch rocket systems (MLRS), striking more than 15 cities, towns and villages in Donetsk, Dnipropetrovsk and Sumy oblasts.

There were no significant changes on the Volyn and Polissia fronts. The Republic of Belarus continues to support Russia’s armed aggression against Ukraine and to form a joint military unit with Russia on its territory. There is an ongoing threat of Russian missile strikes and airstrikes from Belarusian territory and airspace.

On other fronts, the Russians continued to fire on military and civilian targets:

  • On the Sivershchyna front: Russian forces deployed mortars and tubed artillery to fire in the vicinity of Slavhorod and Romashkovo (Sumy Oblast);
  • On the Slobozhanshchyna front: Russian forces carried out 23 artillery attacks on towns and villages in the vicinity of the line of contact;
  • On the Kupiansk and Lyman fronts: Russian forces deployed tank guns and all types of artillery at their disposal to fire on areas in and around Berestove, Makiivka, Ploshchanka, Kyslivka, Bilohorivka, Stelmakhivka and Siversk;
  • On the Bakhmut front: the Russians deployed tank guns, mortars and tubed and rocket artillery to fire on areas in and around Opytne, Bilohorivka and New-York;
  • On the Avdiivka front: the Russians deployed tanks and artillery of various calibres to fire on areas in the vicinity of Marinka, Avdiivka, Novomykhailivka and Opytne;
  • On the Novopavlivka and Zaporizhzhia fronts: the Russians fired on areas in and around Vremivka, Vuhledar, Shcherbaky, Stepove and Prechystivka, using tank guns and various types of artillery;
  • On the Pivdennyi Buh front: the Antonivka road and rail bridges, the road across the Kakhovka Thermoelectric Power Plant and other bridge crossings over the River Dnipro have been blown up, and Russian forces are reinforcing defence positions on Dnipro’s left bank.

Russian military and political leadership continues its attempts to ensure that the temporarily occupied territories of Donetsk and Luhansk Oblasts are integrated into the Russian legislative framework. Since 11 November, official documents (including those relating to participation in hostilities) will no longer be issued by the self-proclaimed Donetsk and Luhansk People’s Republics. Commanders of the 1st and 2nd Armies of the Southern Military District of the Armed Forces of the Russian Federation have been ordered to ensure that all existing financial arrangements with military personnel [in particular those from the self-proclaimed, Russian-controlled "republics" – ed.] are conducted via Russian financial institutions and bank cards.

Personnel from these units have been offered to renew their contracts so that they comply with the Russian legislation. At the same time, these soldiers have expressed concern over whether their documents and the social benefits that they receive from the self-proclaimed and illegally formed republics will be annulled if they refuse to sign a new contract with the Russian army.

Russian soldiers’ discipline and morale on the temporarily occupied territory of Kherson Oblast continue to deteriorate. Dry law has been implemented in the city of Henichesk, with occupation authorities seizing and removing alcoholic beverages from warehouses, shops, restaurants and other food venues.

The General Staff has confirmed that Ukraine’s defence forces have struck an area where Russian occupation forces were concentrated in the vicinity of the city of Hirske in Luhansk Oblast. A high-precision strike by the Ukrainian forces has killed 27 Russian soldiers and left another 18 injured.

Over the past 24 hours, Ukrainian aircraft carried out 11 airstrikes on Russian forces, striking 8 clusters of military personnel, weapons and equipment and 3 anti-aircraft missile systems.

Ukraine’s Rocket Forces and Artillery struck 1 Russian command post, 11 clusters of Russian military personnel, weapons and equipment and several other critical military targets.
