European Parliament to vote on whether to designate Russia as state sponsor of terrorism on 23 November

The European Parliament has set a date for its vote on a resolution to designate Russia as a state sponsor of terrorism.

Quote: "On Wednesday [23 November], members of the European Parliament will vote on a resolution to designate Russia as a state sponsor of terrorism, in the light of Russia's escalating attacks on civilians and civilian facilities in Ukraine. Members will also call for Russia to be brought to justice before an international tribunal," she said.

In addition, the European Parliament representative announced that there would be a vote on the decision to approve €18 billion worth of macro-financial assistance for Ukraine in 2023 as announced by the European Commission.

The preliminary vote on this issue is to take place on Tuesday, 22 November, and after consultations with the European Commission and the Council of the European Union, the final decision in the European Parliament will be taken on 23-24 November.

On 17 November, political groups of the European Parliament agreed on the text of the resolution on designating Russia as a state sponsor of terrorism. It will contain a key provision: "The European Parliament... recognises Russia as a state sponsor of terrorism and a state that uses terrorist means."

On 13 October, the Parliamentary Assembly of the Council of Europe (PACE) unanimously adopted a resolution in which the Russian Federation is called a terrorist regime. PACE became the first international organisation to recognise Russia as a terrorist state.

A number of European countries’ parliaments, including the Polish Senate and the Chamber of Deputies of the Czech Republic, have adopted a decision to recognise the authorities of the Russian Federation as a terrorist regime.
