Background: In September, Zelenskyy conferred the highest military and special ranks and presented epaulettes to members of Ukraine's defence and law enforcement agencies. At that time, the Ukrainian president promoted Viktor Khorenko to the rank of major general and presented him with the appropriate epaulettes.
