The source explains that this was an entirely lawful target, since before becoming an MP, Popov had been in charge of many Russian "voluntary corps" and armed formations and had killed Ukrainians.

Background: The Russian occupiers reported that a car had been blown up in the temporarily occupied city of Luhansk while "Member of the People’s Council of the LPR" Oleh Popov was inside. Initially it was reported that the collaborationist had been injured, and then that he was dead.
