Source: Skhemy, an investigative reporting project by Radio Liberty
Quote: "Ukrainian drones struck at least one storage tank at the Saratov Oil Refinery. This is evident from Planet Labs satellite images dated 14 January, which are in the possession of Skhemy."
The refinery is located near the Engels strategic aviation base, home to Tu-95 and Tu-160 bombers, which Russia has frequently used for attacks on Ukrainian territory.

Update: As journalists later reported, pictures from Sentinel show that one of the oil storage tanks was dismantled before the attack by Ukrainian UAVs.
Background: On the night of 14 January, a joint special operation by Ukraine’s Security Service (SSU) and Ukraine’s defence forces targeted ammunition depots at the Engels airfield in Saratov Oblast of Russia. Additionally, a large-scale fire was reported at the Aleksin Chemical Plant in Tula Oblast, Russia, as well as at the Saratov Oil Refinery. There also were direct missile hits on the Bryansk Chemical Plant.
