Ukrainian intelligence releases data on Russian war criminals involved in missile terror against Ukraine
Defence Intelligence of Ukraine (DIU) has released updated data on 13 members of the Long-range Aviation Command of the Russian Aerospace Forces implicated in planning and organising missile strikes against Ukrainian civilian infrastructure.

Details: The list includes:
- Lieutenant General Sergei Kobylash – Commander of the Air Force, Deputy Commander-in-Chief of the Russian Aerospace Forces;
- Major General Sergei Kuvaldin – Commander of Long-Range Aviation of the Russian Aerospace Forces;
- Colonel Sergei Shevel – Chief of Staff and First Deputy Commander of Long-Range Aviation of the Russian Aerospace Forces;
- Major General Oleg Pchela – Deputy Commander of Long-Range Aviation of the Russian Aerospace Forces.
DIU has revealed places of residence and registration of these individuals as well as their telephone numbers, email addresses, individual tax numbers and state insurance policy numbers.
It is a priority to identify command personnel of the Russian Aerospace Forces responsible for planning and organising launches of cruise and air-launched ballistic missiles against Ukrainian cities, DIU emphasised.
Collected data is sent to national and international justice mechanisms to hold those guilty to account.
From 24 February 2022 to 31 August 2025, DIU recorded:
- 2,354 launches of Kh-555/Kh-101/Kh-55 missiles from Tu-95MS and Tu-160 aircraft;
- 321 launches of Kh-22/Kh-32 cruise missiles from Tu-22M3 aircraft;
- 171 launches of Kh-47M2 Kinzhal air-launched ballistic missiles from MiG-31K/I aircraft.
Quote from DIU: "These strikes were directed at civilian infrastructure: hospitals and maternity hospitals, educational institutions, apartment buildings and power stations. As a result of the missile terror, thousands of civilians were killed and injured, and large-scale destruction was inflicted on civilian targets.
DIU reiterates: there will be just retribution for every war crime committed against the Ukrainian people."
