Details: According to the Prozorro public procurement system, the cost of the repair was almost UAH 200 million (approx. US$4.8 million).
Over two days of bombardments in Chuhuiv, at least 10 houses were damaged, along with a business facility, 2 apartment blocks, 2 educational institutions and an administrative building.
"Lyceum No. 2, which was built by the state and was to be completed by the end of the year, suffered the most damage," said Chuhuiv Mayor Halyna Minaieva.
The repair of this lyceum in Chuhuiv began in 2023, funded by the oblast budget under a regional programme for the recovery, development and support of essential infrastructure in Kharkiv Oblast during martial law.
The programme was approved in 2022 by the head of Kharkiv Oblast Military Administration.
In 2023, a tender for the repair was held, and the contract worth UAH 235 million (approx. US$5.6 million) was awarded to Promteks LLC.
The Kharkiv Anti-Corruption Centre later analysed the cost estimate and found significant price inflation.
Afterwards, the customer signed an additional agreement with the contractor to lower the prices of construction materials, reducing the total contract cost from UAH 235 million to UAH 180 million (approx. US$4.3 million). At the same time, the same company, Promteks, received another order worth UAH 14 million (approx. US$336,000) due to changes in project specifications. Thus, the final repair cost amounted to UAH 194 million (approx. US$4.6 million).
"And now it has been destroyed and will have to be rebuilt again," the media outlet noted.
