Background:
- This is the second time Putin has refused to travel to South Africa. In July 2023, he did not attend the BRICS summit "by mutual agreement" with South Africa.
- Last year, the Kremlin leader did not attend the G20 summit in Brazil, which is also a signatory to the ICC Rome Statute.
- Meanwhile, Putin was welcomed and not arrested in Mongolia and Tajikistan, which are members of the ICC and were obliged to execute the international arrest warrant.
