Background:
- The National Anti-Corruption Bureau of Ukraine has recently published details of a large corruption scheme at the state-owned nuclear energy company Energoatom dubbed Operation Midas.
- The ringleader is alleged to be Tymur Mindich, a businessman and co-owner of Kvartal 95, the Ukrainian TV production company that Volodymyr Zelenskyy founded before he became president. The allegation was made by the prosecution that Mindich had exerted influence over former energy minister Herman Halushchenko and former defence minister Rustem Umierov. The European Commission has said that the exposure of the scheme is evidence that Ukraine's anti-corruption institutions are functioning.
