Russian strike on Ternopil leaves 25 people unaccounted for as city declares three days of mourning

Around 25 people believed to be trapped under the rubble of two residential buildings hit by Russian missiles in the city of Ternopil are still unaccounted for. The city authorities have declared three days of mourning. Emergency workers pulled one person alive from the rubble this evening.

Details: Klymenko said that as of 16:00, the death toll from the Russian strike is 25. About 80 people have been reported injured, 47 of whom are in hospital.
He added that at one of the locations, the missile strike completely destroyed two sections of a five-section apartment block and 19 people were burned alive.
About 50 people have been rescued.
Quote: "We have a lot of reports about people who are missing. At the moment, there are around 25 people who can't be contacted. Their families are waiting while we clear the rubble."
More details: Klymenko said that, based on initial assessments, rescue operations will last at least two days.
At 17:00, Ternopil Mayor Serhii Nadal said emergency workers had pulled one more person out alive from under the rubble. Earlier, Ihor Klymenko had reported that a 20-year-old man was trapped in a "concrete sarcophagus" under one of the destroyed apartment buildings and that emergency workers were in contact with him.
The Ternopil authorities have declared 19-21 November days of mourning for those killed in the attack.
Background:
- On the night of 18-19 November, Russia struck an industrial facility and two residential buildings in the Soniashnyi neighbourhood. The attack caused extensive destruction and civilian casualties.
- The Ukrainian Air Force has confirmed that the apartment buildings in Ternopil were struck by Russian Kh-101 missiles. The missiles were launched by strategic bombers – six Tu-95MS aircraft based at Olenya airfield and four Tu-160MS aircraft based at Engels and Ukrainka airfields in Russia. The launch areas were in Russia's Vologda and Astrakhan oblasts.
- As of 16:00, the wreckage of a Kh-101 cruise missile that struck a nine-storey building on 19 November had been found and identified. The missile was manufactured in the fourth quarter of 2025.
