An informal summit of European Union leaders focusing on a peace plan for Ukraine has begun in the Angolan capital, Luanda. Ten EU heads of state and government are attending in person, with others joining via video call.

Details: Ten EU leaders, together with European Commission President Ursula von der Leyen and European Council President António Costa, have travelled to Angola for the summit on peace in Ukraine.

The official told European Pravda that the informal summit, chaired by the European Council president, is ongoing. Ursula von der Leyen is taking part along with the leaders of Poland, Spain, Czechia, Portugal, Germany, Croatia, Slovakia, the Netherlands, Italy and Ireland.

Kaja Kallas, EU High Representative for Foreign Affairs and Security Policy, is joining by video call.

The leaders of Austria, Belgium, Bulgaria, Cyprus, Denmark, Estonia, Greece, Finland, France, Hungary, Latvia, Lithuania, Luxembourg, Malta, Romania, Slovenia and Sweden are also attending remotely.

The key items on the agenda are the EU's position on the peace plan for Ukraine, briefings on the outcome of the talks held in Geneva on Sunday 23 November, and planning the European Union's next joint steps.

Luanda was chosen as the venue because it is hosting the already planned European Union-African Union summit, which began on Monday 24 November.

Background:

  • It was reported earlier that Costa held a phone call with President Volodymyr Zelenskyy before the meeting to get his assessment of the situation.
  • European leaders had expressed concerns about the 28-point plan after it was handed to Kyiv last week, before drawing up their own version. Costa subsequently invited EU leaders to a special meeting on Monday 24 November to focus on Ukraine and the "peace plan" put forward by Donald Trump's team.
  • Following the talks in Geneva on Sunday 23 November, the United States and Ukraine announced that they have produced an "updated" framework document on peace.
