European Parliament adopts resolution outlining EU demands for "peace plan" for Ukraine
The European Parliament on 27 November adopted a resolution titled EU position on the proposed plan and EU engagement towards a just and lasting peace for Ukraine.

Details: The document states that any peace agreement must provide Ukraine with security guarantees equivalent to Article 5 of the NATO Washington Treaty, ensure accountability for the crime of aggression and war crimes, and oblige Russia to compensate Ukraine for all damage caused.
The resolution stresses that those responsible for the crime of aggression and war crimes committed by Russia and its allies must be prosecuted.
Quote: "The (peace) agreement must offer Ukraine reliable security guarantees equivalent to Article 5 of the Washington Treaty and Article 42.7 of the Treaty on European Union, avoiding a repeat of the 1994 Budapest Memorandum, and confirm that Ukraine is free to choose its security and political alliances without any Russian veto."
Details: The text also states that any agreement on a sustainable peace must be preceded by a ceasefire and that "any temporarily occupied Ukrainian territory will not be legally recognised by the EU and its member states as Russian territory."
Members of the European Parliament note that "any peace agreement must envisage full compensation by Russia for the material and immaterial harm and damage it has caused in Ukraine".
The Parliament further emphasises that "peace cannot be achieved through concessions to the aggressor".
Quote: "Any such agreement must guarantee full accountability under international law for the crime of aggression and for the war crimes committed by Russia, its allies and its proxy forces against Ukraine and the people of Ukraine, before the International Criminal Court and the Special Tribunal for the crime of aggression."
More details: The European Parliament also urged EU member states to "adopt and implement, without further delay, a legally and financially sound 'reparation loan' for Ukraine, backed by frozen Russian assets".
Background:
- On 27 November the European Parliament described the United States' position on Ukraine as "ambivalent" and questioned Washington's commitment to international law.
- On 25 November US President Donald Trump said he had instructed Steve Witkoff and Dan Driscoll to finalise the terms of a proposed "peace agreement" with Russia and Ukraine; Witkoff is expected to travel to Moscow, and if the process reaches the final stage, Trump intends to meet with Putin and Zelenskyy.
- Media also reported that during his visit to Kyiv, Driscoll, presenting the 28-point "peace plan", spoke to Western diplomats about a missile threat from Russia not only to Ukraine, effectively promoting a "quick settlement" of the war.
