Putin offers to state in writing that Russia has "no plans to attack Europe"
Kremlin leader Vladimir Putin has claimed that Russia is prepared to state in writing that it does not intend to attack Europe.

Details: Putin said that any understandings reached need to be "cast in diplomatic language".
Quote: "It is one thing to say that Russia is not going to attack Europe – for us that sounds ridiculous, it really does. We have never intended to, but if they want to hear it from us, well, fine, we will put it in writing. No problem."
More details: Putin claimed there are people in Europe who are publicly saying that Russia is preparing to attack Europe and described such people as "not quite right in the head".
Quote: "Nevertheless, if this has already been whipped up in the public mind, if they have frightened their citizens and want to hear that we're not going to and have no aggressive plans towards Europe, then fine, we are ready to set this down any way they like."
