Bill on sanctions against Russian oil introduced in US Senate – Ukraine's ambassador to US

Olha Stefanishyna, Ukraine's Ambassador to the United States, has reported that US senators have introduced a bipartisan bill in the Senate that provides for sanctions on the purchase or facilitation of imports of oil and petroleum products from Russia.

Quote: "US Senators – Republicans Dave McCormick and Jon Husted and Democrats Elizabeth Warren and Chris Coons – have introduced a bipartisan bill in the Senate, the Decreasing Russia Oil Profits (DROP) Act of 2025, which provides for sanctions on the purchase or facilitation of imports of oil and petroleum products from Russia."
Details: Stefanishyna said the authors of the bill have emphasised that the purchase of Russian oil "is actively funding Russia's aggression in Ukraine" and that "anyone who helps facilitate imports of Russian-origin oil risks losing access to the US financial system".
Quote from Stefanishyna: "The bill establishes a legal framework to increase sanctions pressure on Russia's oil revenues. If passed, the US president will be required to apply sanctions within 90 days to individuals involved in importing Russian oil. The list will be drawn up by the secretary of the treasury after consultations with the secretary of state."
Background:
- Prices for Russian oil have fallen to their lowest level since the beginning of Russia's large-scale war against Ukraine, as sanctions increase the discounts the country's oil industry is forced to offer and futures for benchmark oil grades are declining.
- Kaja Kallas, EU High Representative for Foreign Affairs and Security Policy, said that the European Union is not currently considering lifting sanctions against Russia. On the contrary, she believes pressure on Russia should be increased.
- Responding to a question on Fox News host Brian Kilmeade's podcast in November, US President Donald Trump said that sanctions on Russian oil will remain in force while the American "peace plan" is being discussed.
