Hungary and Slovakia did not sign the conclusions of the December European Council meeting on Ukraine, approved on the night of 18-19 December, which include a decision to provide €90 billion in loans to Ukraine based on joint EU borrowing in 2026-2027.

Details: One of the sources said that two countries, Hungary and Slovakia, did not sign the European Council conclusions on Ukraine.

It is worth noting that, like Hungary and Slovakia, Czechia secured the absence of binding financial commitments related to providing €90 billion in financial support to Ukraine in 2026-2027. However, unlike Hungary and Slovakia, Czechia did sign, together with 25 other countries, the part of the decision detailing the loan mechanism.

In 2025 Hungary did not sign any European Council conclusions on Ukraine in protest against what it described as the EU's policy of supporting the war.

Slovakia, meanwhile, rejected the Ukraine-related section of the EU leaders' summit conclusions for the first time.
