Background:
- Ukrainian President Volodymyr Zelenskyy said that a clear response from the world is needed, particularly from the United States, after Russia's large-scale strike on 8-9 January in which an Oreshnik ballistic missile was deployed.
- Following the attack, Foreign Minister Andrii Sybiha called on Ukraine's partners to take immediate steps to increase pressure on Moscow.
- Sybiha also announced that Ukraine is convening urgent meetings of the UN Security Council and the NATO-Ukraine Council and taking relevant measures within the EU, the Council of Europe and the Organisation for Security and Co-operation in Europe (OSCE).
- Kaja Kallas, EU High Representative for Foreign Affairs and Security Policy, views Russia's second use of the Oreshnik missile as an escalation against Ukraine and a warning to Europe.
