Details: Utility services' collapse hit dozens of villages and small towns in the district, home to more than 20,000 people.
On Wednesday 14 January, locals complained about the lack of basic utility services in the Alekseyevo rural settlement [an administrative unit composed of one or more contiguous rural communities – ed.], including the villages of Vikulovo, Lomakino, Volchkovo, Uzhishchevo, Melyushevo, Ilyino and many others.
They also say that communications have gone down, with people's phones running out of charge and leaving them unable to make calls.
