Zelenskyy imposes sanctions on companies servicing Russia's tanker fleet

Ukrainian President Volodymyr Zelenskyy has signed a decree imposing sanctions on companies that service Russia's tanker fleet and transport sanctioned oil.

Details: Zelenskyy also said that new sanctions targeted Kremlin propagandists and individuals involved in cyberattacks against Ukraine and its partners.
He noted that the European Union last week aligned Ukrainian sanctions against six Russian propagandists within its jurisdiction.

Background:
- The European Union is considering replacing the Russian oil price cap with a ban on maritime services as part of its 20th package of sanctions against Russia.
- Ukrainian intelligence has updated its database of the shadow fleet and released details of 66 vessels that transport stolen Ukrainian grain as well as sanctioned Russian and Venezuelan oil.
- Ukraine's sanctions against almost 700 vessels entered into force earlier after officials had said Russia used them to finance the war.
- The State Customs Service of Ukraine has developed and introduced specialised software "Sanctions on Sea Vessels", enabling customs authorities to quickly identify sanctioned entities and monitor their entry into the country.
- Volodymyr Zelenskyy signed on 25 November 2025 a decree enacting a decision by the National Security and Defence Council of Ukraine to impose sanctions on 56 vessels that entered ports in temporarily occupied Ukrainian territories in 2022-2025 and exported Ukrainian food products.
- The Security Service of Ukraine detained in December 2025 a foreign cargo vessel in the port of Odesa that was part of Russia's shadow fleet and had illegally transported Ukrainian agricultural products from temporarily occupied Crimea.
