Background:
- Later this week, the European Commission is expected to unveil a proposal on the contents of the EU's 20th Russia sanctions package. The plan is to adopt the package on 24 February to mark the fourth anniversary of Russia's full-scale invasion of Ukraine.
- France wants the 20th EU sanctions package against Russia to be particularly tough on the shadow fleet, which Moscow has used to circumvent Western restrictions imposed on its energy sector since the full-scale invasion of Ukraine in 2022.
