Russia offers US US$12trn cooperation package – Zelenskyy

Ukrainian President Volodymyr Zelenskyy has said that Russia has offered the United States an economic cooperation package worth about US$12 trillion.

Details: Zelenskyy said that Ukraine's intelligence services had briefed him on what he called the "Dmitriev package", which proposes economic cooperation between Russia and the US.

Quote: "It is worth about US$12 trillion. It is supposedly a package of economic cooperation between America and Russia. So we are hearing about the possibility of such or similar bilateral documents [to be signed] between America and Russia."

More details: Zelenskyy said there were various signals in the media that these documents could also include issues linked to Ukraine. He stressed that Ukraine would not support any such arrangements about Ukraine without Ukraine.

Zelenskyy said that the Ukrainian delegation had conveyed his position that if Russia and the US reached any bilateral agreements, any clauses relating to Ukraine could not contradict Ukraine's Constitution or laws, and should not be discussed without Ukraine.

Background:

• The Wall Street Journal reported in December that the US administration had provided its European counterparts with a series of documents outlining its vision for Ukraine's recovery and the reintegration of Russia into the global economy.
• In February, Russia's Foreign Ministry said it had handed the US proposals to remove "serious barriers" to a full "recovery" of their relations.
