US$38bn: Ukraine's defence minister reveals which countries will support Ukraine in 2026 and how

Ukraine will receive US$38 billion from international partners in 2026 to fund drones, air defence systems and Patriot missiles, Defence Minister Mykhailo Fedorov said following the meeting of the Ukraine Defence Contact Group (also known as the Ramstein format) on 12 February.

Quote: "Following the Ramstein meeting, partners confirmed one of the largest support packages for Ukraine – US$38 billion for 2026. This includes over US$6 billion in specific assistance packages, with more than US$2.5 billion for Ukrainian drones, over US$500 million for the Prioritised Ukraine Requirements List (PURL) programme and US$2 billion for air defence, as well as funding for artillery ammunition, training, naval capabilities and other areas."

Details: Fedorov listed the following agreements with partners:

  • The UK is allocating £500 million for air defence and contributing £150 million to the PURL initiative. In total, it will provide £3 billion in military assistance to Ukraine in 2026.
  • Germany is allocating at least €1 billion for the procurement of drones for Ukraine and will finance the project of an air defence "dome" over Ukrainian cities and the drone assault unit project under its €11.5 billion budget for assistance to Ukraine.
  • Norway has allocated US$7 billion in 2026, of which US$1.4 billion is for drones, US$700 million for air defence, US$200 million for artillery and US$125 million for PURL.
  • The Netherlands asserts that it will allocate at least 0.25% of GDP to the defence of Ukraine in 2026 and announced a contribution of €90 million to PURL.
  • Belgium will provide €1 billion in military assistance.
  • Sweden announced a 24th aid package worth €1.2 billion and a contribution of €100 million to PURL. In total, it is allocating €3.7 billion this year.
  • Denmark will provide US$2 billion in military assistance to Ukraine.
  • Spain is providing US$1.2 billion.
  • Canada is allocating US$50 million for the Danish model and US$45 million for medical support.
  • Iceland will contribute US$8 million to the PURL initiative and allocate US$2.4 million for procurement of weapons through the NATO Security Assistance and Training for Ukraine (NSATU) trust fund.
  • Lithuania is allocating US$265 million this year.
  • Latvia and Estonia will provide at least 0.25% of their GDP in support of Ukraine.
  • Slovenia announced an aid package worth US$5 million.
  • Australia announced a new contribution to the PURL initiative, Portugal promised contributions to PURL and the Czech initiative and the transfer of armoured vehicles and drones within the SAFE programme.
  • Türkiye announced a contribution to strengthening Ukrainian air defence.

Fedorov also stressed that Ukraine agreed with a number of European partners on the urgent supply of missiles for Patriot systems from their stockpiles.

"The number will be finalised after final approval by leadership of the relevant partner countries. We hope for the fastest possible delivery timelines," the minister concluded.
