Details: The so-called Berlin-format meeting took place on the sidelines of the Munich Security Conference with leaders of European countries, the EU, NATO and Ukrainian President Volodymyr Zelenskyy.
It was expected that Rubio would join the discussions, but he cancelled his participation at the last minute due to "scheduling conflicts".
"The secretary won't be attending the Berlin Format meeting on Ukraine given the number of meetings he has happening at the same time. He's engaging on Russia-Ukraine in many of his meetings here in Munich," a US official said.
One European official described the situation to the Financial Times as "insane" while another politician stated that "the meeting lacked substance" without Rubio's participation.
Background:
- Before the Munich Security Conference, Rubio had said that he might meet Zelenskyy.
- Rubio is also scheduled to speak at the conference on Saturday and expressed hope that his message there would be "well received".
