Early reports indicated damage and casualties."

Some Telegram channels claimed that the plant in Udmurtia had been targeted by Flamingo cruise missiles.
For reference: The Votkinsk Machine Building Plant produces Iskander-M, Topol-M and Oreshnik missile systems. The strategic defence facility is under sanctions from the US, the UK, the EU, Switzerland, Australia, Japan and Ukraine.
The distance from Votkinsk to the Ukrainian border is nearly 1,500 kilometres.
Background:
- In August 2023, an explosion occurred in workshop No. 95 at the facility, damaging one of the buildings where missiles were assembled for deployment in the war against Ukraine. The cause was reported as a malfunction of equipment.
- In the summer, drones attacked the Izhevsk Electromechanical Plant Kupol, one of Russia's primary producers of Tor and Osa air defence systems and Garpiya attack drones. The facility is located in the Udmurt Republic, about 1,500 kilometres from Ukraine's border.
