Russian Major General Sergei Kuvaldin has been served with a notice of suspicion in absentia by Ukrainian law enforcement officers for ordering the launch of a Kh-101 missile on the Okhmatdyt National Children's Specialised Hospital in Kyiv in July 2024, according to Ukraine's Security Service and the Office of the Prosecutor General. Two people were killed and 34 were injured in the strike, including nine children.

Details: Investigators have established that Kuvaldin, who at the time served as first deputy commander and chief of staff of Russia's long-range aviation, issued the combat order to attack the medical facility.

Quote from Kravchenko: "On his orders, the crew of a Tu-95MS missile-carrying bomber launched a Kh-101 cruise missile, which struck the premises operated by the Okhmatdyt children's hospital at around 10:45.

Missiles of this type are programmed using pre-determined coordinates, which indicates the deliberate nature of the strike on a civilian medical facility."

Details: Kuvaldin is suspected of violating the laws and customs of war combined with intentional murder (Article 438.2 of the Criminal Code of Ukraine). As he is currently in Russia, law enforcement agencies say measures are being taken to bring him to justice.

The Security Service of Ukraine also noted that Kuvaldin had previously been served with a notice of suspicion in absentia for organising a missile strike on Lviv on the night of 3-4 September 2024.

Quote: "This is not the only bloody mark in the Russian general's record. He had already been served with a notice of suspicion for organising the missile attack on Lviv on 4 September 2024. That strike killed eight people – members of the Bazylevych family – Yaryna, Daryna, Emiliia and Yevheniia."

Background:

  • On 8 July 2024, Russian forces used a missile to strike the Okhmatdyt National Children's Specialised Hospital in Kyiv. Two adults were killed in the attack, including 30-year-old doctor Svitlana Lukianchyk.
  • A month after the attack, the hospital reported that over 50 people had sustained serious injuries, while more than 300 others suffered minor or moderate injuries.
  • The toxicology building, which housed the department for chronic and acute intoxications where children received dialysis, was completely destroyed and cannot be rebuilt.
