The Russian authorities plan to relocate nearly 114,000 Russians to the occupied territories of Ukraine by 2045, as indicated by so-called "development plans" for Donetsk, Luhansk, Zaporizhzhia and Kherson oblasts developed by VEB.RF, a Russian state development corporation, together with Russia's Unified Institute of Spatial Planning.

According to VEB.RF, the Russians plan to build more than 13 million sq m of new housing, over 140 kindergartens, several dozen schools, around 100 outpatient clinics and polyclinics. They also plan to construct and reconstruct more than 3,270 km of roads, nearly 430 km of railway lines and 19 stations, as well as develop yacht marinas and piers and reconstruct 4 airfields.

In addition, Russia plans to create 25 industrial parks, 8 machine-building plants, 15 construction materials factories, 6 mining facilities and plants for processing spoil heaps.

Around 225,400 people are expected to be involved to implement all these projects.

The Russians also intend to develop tourism in the seized territories, aiming to attract up to 9.4 million tourists by 2044.

They see "high potential" for tourism development in Prymorsk and Henichesk. Russia also considers the Arabat Spit, Mariupol, Kyrylivka, Skadovsk and the coast of Zaporizhzhia Oblast as potentially "attractive" destinations for tourists.
