Ukraine risks running out of funds to sustain its war effort against Russia within the next two months, as a combination of factors threatens tens of billions of euros in aid from the country's key donors.

Details: At present, Kyiv has sufficient funds to cover expenditures only until June, according to estimates shared by both Ukrainian and foreign officials. Support from Western allies has been critical in enabling Ukraine to continue fighting throughout more than four years of Russia's full-scale invasion.

A series of recent setbacks – from Hungary's veto of a €90 billion (US$104 billion) European Union loan to disputes over the latest International Monetary Fund aid package and a weakening of NATO's weapons supply initiative – has significantly narrowed Ukraine's room for manoeuvre.

Earlier this month, Andrii Pyshnyi, Head of the National Bank of Ukraine, told Bloomberg in an interview that if international funding does not arrive, his institution may, in a worst-case scenario, be forced to resume direct financing of the Ministry of Finance. These funds would be used to pay salaries to military personnel and public sector workers, as well as to fund essential services.

The funding challenge comes at a time when Russia is increasingly benefiting from a budget windfall due to the surge in global oil prices driven by the war with Iran. The conflict is also diverting US military resources and the attention of President Donald Trump, pushing diplomatic efforts to reach a peace agreement for Ukraine into the background.

The United States has almost completely halted direct aid to Ukraine since Trump's return to the White House in January last year, leaving Europe to shoulder the bulk of spending on weapons and financial support for the government in Kyiv.

According to Kyiv's estimates, US$15 billion is needed this year to procure American weapons. In total, Ukraine will require US$52 billion in foreign assistance in 2026.

Background: The International Monetary Fund has expressed concern about Ukraine's ability to continue receiving funding under its US$8.1 billion programme, as lawmakers delay the adoption of measures required to unlock these funds.
