Ukrainian President Volodymyr Zelenskyy will attend an informal summit of EU leaders in Cyprus in person, despite earlier announcements that he would join remotely.

Details: Zelenskyy will attend the informal meeting of European leaders in person. The summit is set to begin on the evening of 23 April in Cyprus, amid expectations of the unblocking of a €90 billion loan for Ukraine. Earlier, it had been officially stated that he would join remotely.

The president is expected to depart for Cyprus shortly from the territory of another European country.

The two-day meeting on 23-24 April in Cyprus, which currently holds the EU's rotating presidency, will reportedly see leaders discuss the geopolitical situation and the EU's budget for 2028-2034.

They may also discuss "certain aspects" of Article 42.7 of the Treaty of the EU, which concerns mutual defence. Leaders are expected to begin arriving from 17:00.

Background: The EU is expected to finalise a decision on a €90 billion loan for Ukraine on 23 April. The day before, Ukraine began pumping Russian oil through the Druzhba pipeline to Hungary and Slovakia, with Bratislava confirming in the morning that deliveries had started overnight.
