Conditions are in place to create three shifts of troops for rotations, Ukraine's commander-in-chief says

Oleksandr Syrskyi, Commander-in-Chief of the Armed Forces of Ukraine, believes Ukraine's defence forces have the capacity to organise three shifts of service members so that regular rotations can be carried out every two months.

Quote: "We have calculated everything: the number of personnel who are in brigades on average at positions and the availability of personnel deployed to the area of the ground operation. There are a large number of service members in combat areas... We have all the conditions to create three shifts and ensure the training of the shift that will replace others during rotation."

Details: Syrskyi also said that rotations will be checked every month.

Quote: "I have set the 15th day of each month as the deadline for us to monitor the conduct of rotations. For example, groups of officers are currently working to check how brigades have accounted for service members who are at forward positions and how the length of their stay there has been recorded. In other words, everything now needs to be clarified; the people who will replace them need to be identified and a control system for this needs to be created."

Details: Syrskyi said that rotation is a complex process and a military operation involving a number of risks.

  • On 30 April, Oleksandr Syrskyi signed an order introducing mandatory rotation for service members carrying out missions on the front lines.
  • Earlier, a situation involving soldiers from the 14th Brigade of the 2nd Mechanised Battalion of the Armed Forces of Ukraine, serving on the Kharkiv front, gained public attention. According to their relatives, the service members had been in extremely difficult conditions for eight months, with a systematic lack of food and drinking water at their positions.
  • Following this, the General Staff announced the dismissal of commanders of the 14th Brigade and the 10th Corps for concealing the real situation at the front, losing positions and failures in supplying troops.
