US removes seven Russians from sanctions list

The US Department of the Treasury has removed seven Russian nationals, two Russian vessels and two Turkish companies from its sanctions lists.

Details: The following individuals were removed from the Specially Designated Nationals (SDN) list:

  • Ivan Potanin (the son of oligarch Vladimir Potanin, head of the Norilsk Nickel group)
  • German Belous (Deputy Chairman of the Board of Novikombank JSC)
  • Irina Kremleva (Member of the Management Board of Otkritie (Otkritiye) FC Bank PJSC)
  • Mikhail Klyukin (Member of the Supervisory Board of Sovcombank PJSC)
  • Viktor Nikolaev (Member of the Management Board of Otkritie (Otkritiye) FC Bank PJSC)
  • Nadia Cherkasova (Member of the Management Board of Otkritie (Otkritiye) FC Bank PJSC)
  • Maxim Smirnov (a Russian citizen).

In addition, two vessels were removed from the list – the Gennady Egorov and the Vyacheslav Arshinov. Both are multi-purpose dry cargo ships linked to Russia's State Transport Leasing Company.

Two Turkish companies were also removed from the sanctions list: lift manufacturer IDA Asansor, which had been accused of bypassing sanctions and supplying goods to Russia's military industry, and Dein Danismanlik Pazarlama Ve Ticaret Anonim Sirketi.

The Treasury did not provide a reason for the decision.

Background: The UK sanctions authority relaxed a temporary licence for Lukoil International and its subsidiaries, enabling payments to be made into unfrozen accounts held by the Austrian arm of Russia's Lukoil.
