International aid financed more than third of Ukraine's budget spending in first half of 2026

More than 37% of Ukraine's state budget spending in the first half of 2026 was financed through international assistance.

Details: According to Pidlasa, Ukraine received and allocated more than US$18 billion in external financing for non-military expenditure during the first six months of the year. Almost US$13 billion of that amount was provided as grants.

Meanwhile, UAH 1.4 trillion (about US$31.2 billion) was allocated to defence in the first half of 2026, accounting for 63% of all spending from the general fund of the state budget. Total general fund expenditure during the period amounted to UAH 2.2 trillion (US$49.1 billion).

Pidlasa said that given Ukraine's reliance on external financing, it is important to meet the conditions set by international partners under the IMF memorandum and the Ukraine Facility programme.

Background: General fund revenues excluding grants totalled UAH 1.3 trillion (US$29 billion) in the first half of 2026, broadly in line with the plan. This was 21.7% higher than in the first half of 2025.
