Background:

  • It was previously reported that Russian forces struck Kyiv Oblast with missiles on the afternoon of 24 July. A training ground where a weapons exhibition was taking place was hit in the attack. Early reports indicated six deaths and dozens injured.
  • Prosecutor General Ruslan Kravchenko later reported that 10 people were killed and around 100 were injured. Two criminal proceedings have been opened over the attack: under Article 438 (violation of the laws and customs of war) and Article 367.3 (improper performance of official duties in organising and holding the event, which led to deaths and other serious consequences) of the Criminal Code of Ukraine.
