Pentagon blacklists more than 30 Russian universities and research centres

In its latest update of foreign institutions engaged in "problematic" activities, the Pentagon has added more than 30 Russian higher education institutions and research centres.

Details: On 23 July, the department announced an updated list, based on 2025 results, of foreign institutions identified as engaging in "problematic" activities, cooperation with which poses a risk to US national security.

The list includes a total of 130 universities and research institutions from China, Russia, and Iran that have been "confirmed to engage in activities that increase the likelihood of US government-funded research and development efforts being misappropriated. Such misappropriation enables adversarial government interference that directly threatens America's national security and scientific integrity."

The list is published as guidance for American institutions and organisations on which entities to avoid cooperating with. It includes 31 Russian institutions and around 80 Chinese ones.
