Survey: 77% of Ukrainians support armed resistance to Russia despite threat to energy infrastructure in winter

A survey has found that 77% of Ukrainians believe that even if Russia attempts to attack energy infrastructure in winter to leave citizens without electricity, heating and sewage, Ukraine should continue its armed resistance to Russian aggression.

Details: Meanwhile, 12% believe that under such circumstances, Ukraine should accept any Russian demands, even if they amount to capitulation.

Another 11% were unable to decide.

The survey found that in all regions, a majority of residents – from 83% in Kyiv to 68% in the east – believe that Ukraine should continue its armed resistance despite everything.

The sociologists note that Kyiv has the highest figure among all regions, despite Russia continuing its missile and drone strikes.

For reference: The KIIS survey was conducted from 21 August to 10 September 2026 using phone interviews in all regions of Ukraine controlled by the government. A total of 1,003 respondents aged 18 and over who were living in government-controlled territory at the time of the survey were interviewed.

Under normal circumstances, the formal margin of error for such a sample (with a 0.95 probability and taking into account a design effect of 1.3) would not exceed 4.1% for figures close to 50%, 3.5% for figures close to 25%, 2.5% for figures close to 10%, and 1.8% for figures close to 5%.

In wartime conditions, in addition to the stated formal margin of error, there is a certain degree of systematic bias.
