The Russian authorities plan to build seven Federal Penitentiary Service facilities by 2035, which will incorporate pre-trial detention centres and correctional penal colonies with various security levels, including one in the temporarily occupied territory of Kherson Oblast.

Details: According to the programme, the facilities will have a combined capacity of over 20,000 inmates, providing 5,380 places in pre-trial detention centres and 15,120 in correctional colonies.

Russia plans to build these multi-regime prisons in Kaluga, Astrakhan and Tyumen oblasts, the Republic of Buryatia, Zabaikalsky Krai, and the occupied part of Ukraine's Kherson Oblast.

The first facility is due to open in Tatarstan by 2030.

Russia's Ministry of Justice has estimated that operating multi-regime facilities "could reduce the cost of detaining prisoners and suspects by 25-30%".

The new "super-prisons" are designed to incorporate the latest organisational, engineering and IT solutions while ensuring comfortable working conditions for staff, Russian Justice Minister Konstantin Chuichenko said earlier.

Arkady Gostev, Head of the Federal Penitentiary Service, noted that no new correctional colonies have been built in Russia since 1984.
