Norway to contribute €90m to Ukraine Facility

Norway will contribute €90 million to the Ukraine Facility to support reforms in areas including anti-corruption and energy, EU Enlargement Commissioner Marta Kos has said.

Quote: "The EU and Norway share the same approach in supporting Ukraine. We want to help Ukraine defend itself against Russian aggression today, while supporting the reforms that will make Ukraine stronger and bring it closer to EU membership."

Details: Norway has become the first non-EU country to contribute to the Facility. Denmark, Finland and Sweden had previously made financial contributions to it.

Background:

• In 2025, Norway joined the Ukraine Investment Framework (UIF), the second pillar of the Ukraine Facility, as an observer and participant, allocating €172 million to support Naftogaz Group, Ukraine's national oil and gas company. The funding was intended to secure essential gas imports and storage for millions of Ukrainian consumers, hospitals, schools and public institutions ahead of last winter.
• The European Commission previously said that during her visit to Norway, Kos plans to discuss Ukraine's EU accession and integration and opportunities to further develop partnerships and investment in Ukraine.
• It was reported in August that Norway plans to provide Ukraine with a further NOK 85 billion (US$9.2 billion) in financial support in 2027.
