Details: Emergency workers had to operate in extremely difficult conditions. Because of the threat of further attacks and repeated air-raid warnings, firefighting efforts were periodically suspended so crews could move to shelters.

• On the afternoon of 22 September, Oleh Kiper, Head of Odesa Oblast Military Administration, reported that Russia struck civilian infrastructure in Odesa Oblast.
