EU to present accession roadmap for Ukraine on 28 October

The College of Commissioners plans to approve EU accession roadmaps for the four most effective candidate countries – Montenegro, Albania, Ukraine and Moldova – on 28 October, alongside annual progress reports of the EU candidate countries.

Details: The European Commission will present EU accession roadmaps for Ukraine, Moldova, Montenegro and Albania on 28 October as part of the presentation of the 2026 Enlargement Package.

"Indicative EU membership roadmaps for Montenegro, Albania, Moldova and Ukraine will be presented within the framework of the 2026 Enlargement Package," the source stated.

The official added that the roadmaps will be valid provided the candidate countries "maintain the pace of reforms".

Background:

  • On 6 October, the College of Commissioners adopted a package of proposals to amend pre-enlargement policy reviews, which will allow new members, including Ukraine, to join the EU.
  • European Pravda previously reported that the EU is also developing proposals under which the four countries considered leaders in European integration – Montenegro, Ukraine, Moldova and Albania – will receive membership roadmaps.
  • It was previously announced that European Commission President Ursula von der Leyen and Commissioner for Enlargement Marta Kos would propose changes to the EU's internal mechanisms to ensure safeguards that will prevent new members from violating key policy areas or reneging on their commitments.
  • Marta Kos previously presented four areas of change to the EU enlargement process: internal reforms of the bloc, strengthened democratic safeguards, gradual integration and transitional measures.
