Quote from Illia Kabachynskyi, Director of International Development at December1: "This is the first experience of its kind for December1, and we are delighted that Lithuania – a great and uncompromisingly reliable partner of Ukraine – has become our partner. The launch of the joint venture will allow us to scale up and provide the Ukrainian Defence Forces with even more of the necessary equipment."

Details: The press service for the manufacturer of the Damba EW systems explained that the Lithuanian company Pekkla operates in the field of unmanned aircraft systems and acts as a local partner in the project. The Lithuanian company will be responsible for infrastructure, regulatory support and recruiting local engineers, while the joint venture's technical expertise will remain with the Ukrainian manufacturer.

Quote from Martynas Andriejavas, CEO of the Lithuanian company: "This is an important partnership both for Pekkla and for each of the countries. It will allow Ukraine to obtain the necessary defence equipment, while Lithuania will be able to gain new experience, jobs and opportunities for development, and taxpayers' money will remain within the country".

Details: The Ukrainian Damba EW systems are used against Russian attack and reconnaissance drones. Specifically, on the front line, these systems can counter FPV drones and Shaheds at a depth of up to 50 km, and they are also used to protect critical infrastructure.

According to the company, Damba is one of the "most widely installed systems in Ukraine", with thousands of units operating across the country. December1 explained that a special feature of this EW system is precision jamming designed for specific types of Russian drones, as well as the system's directional action and its rotating platform, which can be controlled remotely.

Background: Earlier, Ukrainska Pravda reported that the Ukrainian Ai-Petri system for countering technical reconnaissance was showcased for the first time at the MSPO-2026 international exhibition in Poland in September 2026. The system is capable of jamming drone control signals as well as suppressing guided aerial bombs.
