The Russian military used a humanitarian operation in Oleshky, Kherson Oblast, to carry out a major rotation of personnel and equipment on the left bank of the Dnipro River. Russian forces also brought reinforcements into the city and the surrounding hromada. [A hromada is an administrative unit designating a village, several villages, or a town, and their adjacent territories.]

Quote: "Unfortunately, under the cover of a humanitarian operation in Oleshky, the Russian army carried out a major rotation of personnel and equipment on the left bank. Additional occupation forces were brought into Oleshky and the surrounding community."

Details: Zelenskyy said Ukraine's military leadership is to present proposals on how to better protect Kherson residents from Russian attacks.

The president also outlined the outcomes of the meeting for other oblasts.

Ukrainian forces in Sumy Oblast have been given specific tasks to counter Russian operations. The meeting also covered winter preparations for critical infrastructure in Kharkiv Oblast and efforts to restore power in Dnipropetrovsk Oblast after Russian strikes.

The meeting separately reviewed the state of Zhytomyr Oblast's power system, and the Ministry of Energy has been given a specific task in this regard.

Zelenskyy also reported that Russian forces have significantly intensified attacks on Kramatorsk and the surrounding hromada. Countermeasures are planned to be determined at a meeting of the Supreme Commander-in-Chief's Staff.

Background: Zelenskyy previously said the experience of the ceasefire in Oleshky shows that a truce can be established quickly, without lengthy preparations, the withdrawal of weapons or the creation of buffer zones.
