Russian missile strikes on Ukraine’s critical infrastructure were "an act of desperation following Russia’s immense losses and retreat".

Bridget Brink, the US Ambassador to Ukraine, earlier said that Russian missile strikes were "Russia’s apparent response to Ukraine liberating cities and villages in the east".

Several parts of the city of Kharkiv and Kharkiv Oblast were cut off the grid on the evening of Sunday, 11 September, as a result of Russian strikes on critical infrastructure targets. Power outages were also reported in Poltava and Sumy Oblasts.

Within several hours, power supply was completely restored in Sumy, Poltava and Dnipropetrovsk Oblasts. Works are still underway to restore power in Kharkiv Oblast.
