Shmyhal emphasised that Russia continues to conduct missile attacks on Ukraine's civilian critical infrastructure, thereby fighting against the civilian population and depriving them of electricity, water, heating and communications during the winter.

"Russia fired about 100 missiles on Ukrainian cities on 15 November alone. Almost half of our energy system has been disabled," the head of government added.

Shmyhal emphasised that under these circumstances, Ukraine needs additional assistance from its European partners, both in the field of energy and the supply of additional equipment, and in the form of additional financial resources to purchase extra volumes of gas and support the energy sector.
