After the law enters into force on the next day after its official publication, decisions made by the parliament in 2016 and 2020 regarding decommunisation and introduction of a new district division of the Autonomous Republic of Crimea will be put into effect.

In this regard, the law instructs the Cabinet of Ministers of Ukraine to determine the territories and administrative centres of territorial communities in the Autonomous Republic of Crimea within one month, to form district state administrations of new districts within three months, and to submit to the parliament a draft law on the peculiarities of restoring public power in the Autonomous Republic Crimea after its liberation.

It is noted that the main purpose of the law is to prepare the ground for liberation of the peninsula because military and military-civilian administrations are created to operate on the territory of territorial communities.
