Putin pushes for interim government in Ukraine to "hold negotiations hostage" – ISW
The analysts at the Institute for the Study of War (ISW) have reported that Russian leader Vladimir Putin has proposed discussing the introduction of an interim administration in Ukraine under the aegis of the UN and several countries to hold peace talks "hostage" while continuing the advance of Russian soldiers.

"The Kremlin remains committed to its goal to prolong any negotiations for a temporary frontline ceasefire or permanent peace agreement in order to continue making incremental gains on the battlefield and establish favourable conditions to pursue Ukraine's complete capitulation," ISW stated.
