Congressional Ukraine Caucus outlines why Trump's "peace plan" is unacceptable

The Ukraine Caucus in the US Congress, which brings together around one hundred lawmakers, says President Donald Trump's "peace plan" for Ukraine is unacceptable on five grounds because it reflects the Kremlin's interests.

Quote: The proposed 'peace plan' for Ukraine appears to favor the interests of the aggressor — Dictator Vladimir Putin — over the sovereignty and security of a democratic Ukraine. That is unacceptable."
Details: Caucus members stress that such an approach offers no genuine path to lasting peace and effectively demands Ukraine's capitulation while justifying Russia's invasion.
They note that European allies "have rightly rejected the proposal, describing it as a framework to reward aggression rather than defending Ukrainian freedom and securing peace through strength."
The statement outlines five key points representing the position of the Ukraine Caucus:
- They reject any conditions requiring Ukraine to surrender further territory.
- They emphasise the need to maintain and strengthen sanctions against Russia until it fully withdraws its troops and pays reparations.
- Ukraine must be a full and equal partner in any negotiations, not a passive recipient of terms dictated by Moscow.
- Reliable, real security guarantees are necessary to prevent further aggression.
- Ukraine must work closely with NATO and European allies to uphold international norms and prevent new conflicts in Europe.
Sawkiw stressed that this appeal is especially relevant on the day of remembrance for the millions of Ukrainians killed during the Holodomor of 1932-1933, noting that appeasing aggressors does not stop conflict but allows it to grow.
