European Council president reports "new momentum" and "significant progress" in Ukraine peace talks

The European Union believes that substantial progress has been made towards establishing peace in Ukraine and said it will continue to engage with Ukraine, the United States and NATO, as several issues have yet to be resolved.

Details: The European Union highlights progress in the peace negotiations and is willing to take part in resolving all outstanding issues – together with Ukraine, the United States and NATO.

Quote from Costa: "We just concluded a meeting of the 27 European leaders with the President of the European Commission and we took stock of the latest developments regarding efforts to achieve peace for Ukraine. There is a new momentum in peace negotiations. Yesterday's meeting in Geneva between the United States, Ukraine, the European Union institutions and European representatives marked significant progress."

More details: Costa added, citing reports from the United States and Ukraine, that the discussions in Geneva "were constructive and that progress was achieved on several issues".

"We welcome the step forward and some issues remain to be resolved but the direction is positive and we commend the efforts of Presidents Zelenskyy and Trump and their teams," he stressed.

Quote from Costa: "What matters now is that we move forward as partners united by our shared goal. Stop this war, stop killing people and stop this war of aggression against Ukraine and ensure a just and lasting peace for Ukrainian people."

  • Ten heads of EU member states, European Commission President Ursula von der Leyen and European Council President António Costa attended the informal EU summit on peace in Ukraine in Angola.
  • It was reported earlier that Costa held a phone call with President Volodymyr Zelenskyy before the meeting to get his assessment of the situation.
  • European leaders had expressed concerns about the 28-point plan after it was handed to Kyiv last week, before drawing up their own version. Costa subsequently invited EU leaders to a special meeting on Monday 24 November to focus on Ukraine and the "peace plan" put forward by Donald Trump's team.
